Copilot cloud agent can now handle Linear issues directly

What changed?

GitHub announced the general availability of Copilot cloud agent for Linear in its official Changelog on July 23. Now, when a Linear issue is assigned to Copilot, Copilot cloud agent can analyze the issue content and open a draft pull request.

According to GitHub, the agent works independently in a temporary development environment backed by GitHub Actions. It also sends progress back to the Linear activity timeline, and when the work is finished, it requests a pull request review from the user.

What happens when you assign work from Linear?

The flow is fairly clear. When you assign a Linear issue to Copilot, Copilot reads the issue description, determines a direction for changes inside the repository, modifies code on a separate branch, and leaves the result as a draft pull request.

Linear’s documentation also describes agents differently from regular assignees. You can delegate an issue to an agent, but the human assignee remains the final owner of the issue. In other words, this is not a “give it to AI and you’re done” setup. It is a structure where a person checks the direction and the result.

New controls added

One notable part of this general availability release is that teams can control the way the agent runs in more detail from inside Linear. GitHub says users can choose a model for each task, specify a repository-specific custom agent, and set the base branch and working branch.

During the work, users can also mention Copilot in a comment to give new instructions. This is especially meaningful for teams that want to handle small change requests or direction shifts inside the Linear conversation flow.

Why does this matter in practice?

Until now, coding agents have often started from an IDE, GitHub Issues, a pull request, or a separate chat tool. The general availability of the Linear integration expands the flow where code work can begin directly from the work board that contains planning, bugs, and priorities.

For teams, this reduces the time spent copying issue descriptions and handing them to an AI tool separately. On the other hand, if issue-writing quality, repository permissions, branch rules, or review standards are unclear, misguided draft PRs can pile up faster too. The more convenient the workflow becomes, the more important operating rules become.

What to check first

According to the GitHub Changelog, to start using this feature, teams need to install the GitHub Copilot for Linear app from GitHub Marketplace, and they need GitHub organization owner permissions plus Linear workspace admin permissions. Copilot cloud agent is available with Copilot Pro, Pro+, Business, and Enterprise.

So there are three things readers should check right away. First, whether their team actually uses Linear as the center of issue management. Second, whether they have defined which repositories and branch ranges may be assigned to Copilot. Third, who will review draft PRs and by what standard. For AI agent adoption, operating rules come before the button.
