Shogakukan launched the campaign in March 1998 through its magazines for Japanese elementary school grades 1–6. Readers could “enroll” in Tamamushi University, a fictional school set in Celadon City with Magikarp as its mascot.
The campaign began with an entrance exam, followed by Professor, Super Professor and Hyper Professor exams. These became progressively harder, but the later tests did not require readers to have passed the earlier ones.
According to Pokumon’s campaign history, Magikarp represented growth through study. That choice gave the school’s mascot a connection to the learning activities readers were taking part in.

Why 1,000 is a limit, not a surviving count
Fanatics Collect and Pokumon describe an announced maximum of 1,000 Hyper Professor awards across all grades. The actual number of cards distributed is uncertain and may have been lower.
That award ceiling also does not establish how many copies survive today. “Up to 1,000 awards” describes the campaign’s announcement; it should not be turned into “exactly 1,000 issued” or “1,000 remaining.”
