Peter Day’s report lists the following sample rates per booster pack, with 95% confidence intervals. The rounded frequencies are shorthand for those observations, not promises about individual openings.

The SIR row counts any Special Illustration Rare, not a particular card such as Gengar ex or Pikachu ex. It cannot tell you the odds of finding the exact artwork you want.

Why RGB Mew’s pull rate remains unknown
The RGB Rare category contains three Mew cards: R/RGB Mew, G/RGB Mew and B/RGB Mew. None appeared in TCGplayer’s sample, so the report lists the category’s pull rate as unknown.
Zero sightings do not mean a zero chance of pulling one. They also do not establish an exact rate or a number of packs that would guarantee a copy.
One in 21 packs is not a box guarantee
TCGplayer’s rounded one-in-21 SIR figure describes a rate across its sample. Opening 21 packs does not guarantee a SIR, and the table does not promise a particular number of cards in any box.
Different rarity categories can appear in different slots within the same pack. The rows are therefore not mutually exclusive, so adding their percentages would not produce a valid overall hit rate.
Pokémon’s official product page separately specifies one Pikachu Rare in every pack. That is a stated pack-content guarantee; the figures in TCGplayer’s table describe what appeared in its own openings.
